Measuring the value of improving data governance and access. Supporting Soil Health Interventions in Ethiopia
Published: July, 2021
A Bill & Melinda Gates Foundation investment case study
The Bill & Melinda Gates Foundation (the foundation) investment, ‘Enabling data access to support innovation in decision agriculture related to soil health, agronomy and fertilizer’ aims to promote better data governance in decision agriculture investments, and the national systems in which the investments operate. The goal of this investment is to co-create tools,
guidance and recommendations for multiple stakeholders within target regions in India and Ethiopia to help them apply good data practices.
In support of this project, in July 2019 the Centre for Agriculture and Bioscience International (CABI), partnered with the Open Data Institute (ODI), commissioned a team of economists
from the University of the West of England, Bristol (UWE) to measure the value of improving data governance and access in projects supported by foundation programmes.
Following an iterative approach when a number of projects across India and Ethiopia were considered, it was decided that the Supporting Soil Health Interventions in Ethiopia (SSHIiE) project was the most appropriate project on which to focus. The SSHIiE project was a $1.5 million project led by the Gesellschaft für Internationale Zusammenarbeit (GIZ) and funded
by the Bill & Melinda Gates foundation. The project ran from November 2017 to August 2020.
Enabling data access to support innovation in decision agriculture: soil health, agronomy and fertilizer
Healthy soil is critical to the growth of nutritious food and to farmers’ livelihoods. However, declining soil health is causing low productivity which leads to unstable food security and incomes. National systems can help farmers by sharing data and information on soil health which can then be used to make more informed decisions about agricultural practices, helping farmers produce healthier crops. This project aims to facilitate better data-driven decisions within the investments of Bill & Melinda Gates Foundation (BMGF) Decision Agriculture and the national systems in which the investments operate.
